Each speaker highlighted the significance of state, local, federal and private sector   partnership as an integral resource in responding to and recovering from a catastrophic CBR incident.

Text Box: Systems/Gap Analysis Study

The Program has started    development and execution of a front-end systems engineering study and gap analysis (commonly referred to as a Systems Analysis) to establish a body of knowledge for national, state and local resiliency and recovery capabilities.  This effort includes the full breadth of study necessary to identify gaps and compare and align them with other national efforts as well as provide program leadership the increased   knowledge base and situational awareness to support decision making for long-term program tasks and investments.  The initial activities will include an analysis and assessment of  limiting conditions and risks of legacy and existing frameworks for this type of incident in an

urban setting co-located with military bases. This will include a definition of the gaps and process choke points [e.g.,  Policy, Plans and Technology].  This analysis will be scoped to gain an understanding of the current capabilities and leverage existing systems studies within the general area of recovery and restoration activities This task will utilize information       developed in other program tasks as inputs for conducting the  front-end analyses.             Understanding the current capabilities and operating   constructs in many already identified key procedural and technology areas will be an important  variable for this systems study.  The results and outcomes of the Systems    Engineering study will establish

a body of knowledge for    federal, state, regional and local recovery capabilities.  Through formal reviews with program leadership, independent   evaluators, performing       organizations and stakeholders    outcomes will be determined.     

The principal performer for this study is Sandia National    Laboratories (SNL), led by Wayne Einfeld (weinfel@sandia.gov). SNL was a key player n the IBRD     Program brings a wealth of knowledge and experience in this area. They will begin with literature search in March,  interviews with local Denver area officials starting in April and plan for a CBR national subject matter expert workshop in the National Capital Region in July.
